For this one, we have written to the publisher to confirm they are happy for us to hold a copy, and we are waiting for their reply. As soon as they agree, the report will be available again at the same address.
In the meantime, its record in the ICSUSA Climate Science Research Library has the summary and details, and most publishers offer the original on their own site.
